For some time, users of the newer ATI video cards have been unable to run GPL due to the ATI card not seeing GPL as a D3D application, and as a result going into a 'power saving' mode. Seems like ATI has addressed the issue:

I can confirm the new driver works great with GPL! Definitely a must have. :thumbup:

I just re-installed my Radeon HD 2600 512mb card yesterday using the latest 9.5 driver and I am a happy camper, err, racer. :banana:  No lower than 35fps anywhere around Montjuic, Monaco Rocks or 10k. Plus, with the more powerful card, I can finally run GTL, GTR2 and the Power and Glory Mod on the 'Auto' shader level instead of having to run DX7 all the time. Woo Hoo! :yahoo:
