Looks to me like one or more of the following:
1 - your graphics device can't keep up - what are you using?
2 - memory is overloaded so some texture files get mixed up or missed. Have you used the 4gb_patch.exe which helps with memory?
3 - you are using a wrong rasterizer for your graphics card. Try D3Dv2 or OpenGLv2, whichever is the opposite to what you're using now. I find that OpenGLv2 works better with nVidia devices.

It is happening on every track, but there is a strong correlation between graphically demanding sections of tracks and increased flickering.
1. Intel HD Graphics 4000, but when I record with Fraps, I can maximize the settings and get a qualitative picture without any issues ingame and on the recorded footage.
2. I have, affected the gameplay positively already.

3. I ran with OpenGL all year long before finding out that D3D actually gives me better frames, sometimes in hardware-demanding sections I got stutters which are way less present now.

Certainly an on-the-motherboard graphics chip like that will create challenges. I think that you'll have to find ways to reduce the graphics load, like reducing the details slider in the graphics menu in GPL. That slider will improve frame rate in steps at under 99%, under 75% and under 26%. I'm not sure that will cure the graphics flashing though.
I'd say for graphics heavy tracks like Spa67, you'll need to use the track download that is "lite" or "lowres". You'll find those in the Spa67 downloads at http://spa67.gplworld.de/

The more I'm thinking about it, the more I guess I will have to buy something new in the future because the issue seems to be GPU-related. Reverting back to older drivers didn't give me any better results, in fact the menus started flickering on my own screen. My brother was able to share his screen on Discord and broadcasted GPL to me just like that while using OpenGL, I then tried the same and the output was a black screen, then with D3D I was able to share my screen, but on the track I had the same flickering issues... That was 2 months ago and I just remembered it. Maybe the journey was hopeless right from the start.

I've not tried streaming, but for just running GPL it's comparable or better than my old setup (Radeon HD 4800 & 2GB RAM).
Both were able to pretty much run GPL everywhere at 36 or 60 fps. Even the heavy mods at the low res & lite version of Spa for example.

To my knowledge, GPL has always been more CPU hungry than GPU. With todays hardware it can be run at max everything.

I'm using a Ryzen 2400G with a mild overclock (3.8 Ghz) on the cpu and integrated gpu. With ADC I've been running 3840 X 2160 resolution and 2X anti-aliasing. At 60fps, I need to run it at 1920 X 1080 resolution and 2X AA. You don't need real good equipment to run GPL well.
